| For the past eighteen years Anthony Willoughby has worked as a trial attorney and is presently senior partner at the law firm
of Willoughby and Associates.
His firm specializes in the areas of civil rights, business and criminal litigation. In
addition, the firm is active in business and economic development.
He was born in Guatemala and raised in Los Angeles by a single mother who inspired him to strive to be the best at
everything he did. He attended the University of Southern California where he earned a bachelors of arts degrees in
Political Science and Economics while working full-time as a journeyman machinist to pay for his education as well as
help his family financially. Inspired by the civil rights movement and motivated by the unfair treatment of minorities,
he decided to pursue a career in the legal profession. He received his Juris Doctorate degree from Hastings Law School
where he was published for his research on Corporate Law.
Mayor Tom Bradley appointed Anthony Willoughby to chair the City of Los Angeles Blue Ribbon Committee on Water Rates which
was charged with restructuring the rate structure of the Department of Water and Power.
The committee he chaired developed the most innovative water rate structure in the United States. Impressed
with Willoughby's track record, the Mayor appointed him to the Board of commissioners of the Department of Water and Power.
In 1992, Mr. Willoughby served on the Finance Committee to elect President Bill Clinton. In 1993, Mr. Willoughby was
honored by the NAACP Legal Defense Fund as Civil Rights Advocate of the Year. In 1998, he was appointed Chair of the Public
Policy Committee of the New Leaders; was elected President of the New Leaders; and in 2000 he was appointed to the Los
Angeles County Tax Assessment Appeals Board and the South Los Angeles Planning Commission. In 2001 he was appointed to
the Los Angeles County District Attorney
 Crime Prevention Board. In 2003 he was appointed to the Water Appeals Board. No
matter what the position, Mr. Willoughby consistently demonstrated exemplary leadership skills and delivered results.
